Birmingham city council have been reported to have said that their traffic wardens can't issue parking fines in bad weather because their hand-held terminals don't work in the rain and break down in the cold.
In a report more than 25,000 notices remained outstanding as the council struggled to collect 1.5 million pounds. The report singled out hand-held terminals as the main cause.
“In the first year, the contractor issued 143,000 tickets, against a target of 200,000. The transportation department claimed privatised wardens were so successful that motorists wouldn't risk parking illegally.”
A council spokesman said those officials were in 'semi-denial.'
