A man who racked up 221 parking tickets over three years has described himself as a victim of bad timing and bad luck. "It seemed like every time I got out of my darned house, I got a ticket," Jeffrey McFetridge, 50, told a District Justice at his arraignment on charges of failing to pay fines totaling $22,433 in Allentown. He was sentenced to 90 days in prison but allowed to enter a work-release program. McFetridge said he got many of his tickets because he didn't know he could get a permit to park near his house. And why didn't he pay up? "I didn't have money," he said. "It was simple." In 1998, he served 90 days for 50 parking violations totaling $5,800.
