The DTLR, with the Scottish Executive, National Assembly for Wales and Department for Regional Development (Northern Ireland), are carrying out a comprehensive review of the disabled persons parking scheme. The review will cover all aspects of the Scheme including eligibility, the role and function of local authorities and enforcement issues.
Consultants, MVA, have been appointed to take forward the consultative elements of the review. Discussion groups have been held at national and local levels in each of the 4 countries. The outcome of those groups has been used to inform a discussion paper which will be widely disseminated to interested parties. It provides the opportunity for making comments on the scheme and was released on 14 December 2001. Responses are requested before 15 March 2002.
The Disabled Persons Transport Advisory Committee (DPTAC) has been asked to co-ordinate these responses and submit a report to Ministers by April 2002. This will inform the government about what, if any, changes should be made to the scheme. Further consultations will then take place on any draft regulations that were required to take forward those changes.
