NCP has been awarded the new parking enforcement and associated services contract for the London Borough of Islington.
The contract covers the North of the Borough including the Angel, Highbury, Holloway and Finsbury Park areas (but excluding red Routes which are enforced by the police), and represents NCP’s seventh current contract win since it entered the market in 2000.
The contract was won under Best Value review processes against competition from other major parking contractors. Currently, Islington’s own in-house team enforces the whole of the Borough’s Special Parking Area (SPA). Under the new arrangements the responsibility for enforcing parking restrictions will be shared, with NCP operating North of Pentonville /City Roads and the in-house team retaining responsibility for the South of the Borough.
NCP’s contract will commence in September 2002 for a period of five years, with the potential for up to two years of extensions. It is anticipated that a total of 68 new positions will be created in the implementation of this initiative.
The contract, operated under the Road Traffic Act 1991, will include the following activities:
- Supply of parking attendants for SPA, Controlled Parking Zone (CPZ) and
bus route enforcement as`part of TfL's London Bus Initiative
- Penalty Charge Notice issue using handheld computers and reporting of faulty
and defective parking related equipment, signs and road markings
- Enforcing of match day controlled parking for Arsenal FC home games at
Highbury
- Establishment and management of two Parking Shops providing a range of
locally accessible services, including the issue of parking permits and the
administration of dispensations and suspensions.
