Postcomm modifies Speedmail International’s long term license

Postcomm today modified the long term licence held by Speedmail International Limited. The modification introduces a requirement for accounting separation into the licence.

This is because Speedmail International Limited was purchased by Deutsche Post Global Mail (UK) Ltd in January 2004. Postcomm’s policy is that licensees which are owned by postal operators that are dominant in their domestic market should provide separate financial accounts for their licensed business. This will enable Postcomm to monitor possible unfair cross-subsidisation of competitive services from monopoly services to provide the relevant information to the appropriate authorities should the necessity arise.

Postcomm – the Postal Services Commission – is an independent regulator. It has been set up to further the interests of users of postal services. Postcomm’s main tasks are to:

  • Seek to ensure a universal postal service at an affordable uniform tariff
  • Further the interests of users wherever appropriate through competition
  • License postal operators
  • Control Royal Mail’s prices and quality of service
  • Give advice to government on the future of the post office network.

Postcomm’s policies are steered by a board of seven commissioners, headed by the chairman, Nigel Stapleton.
