1/1/2003 SRA announces new transport forecasting models Source:www.sra.gov.uk , Source date: The Strategic Rail Authority (SRA) today announced it would be using two new forecasting tools to appraise the benefits of major rail schemes. The PLANET Strategic Model (PSM) developed by consultant Atkins and devised by the SRA is the first multi-modal transport model for the UK that has been validated for rail, air and highway modes. The model, which covers all major routes in the UK, uses rail and air passenger data and combines highway trip data from the multi-modal studies from the last two years. It captures a wide range of effects including changes in train service patterns, journey times, fares, reliability, and introduction of new rolling stock. The SRA has also approved the PLANET Suite 2002 models for demand and revenue forecasting on enhancements to the UK rail network. The models, developed by the Jacobs Consultancy, covers north and south England and represent the majority of England's rail and underground stations. They relate to the morning (0700-1000hrs) and inter-peak (1000-1600hrs) periods. These models can also assess a wide range of system changes, including crowding effects on all types of rail services. Both models can provide an analysis of revenue and economic benefits consistent with SRA and DfT appraisal methodology. Jim Steer, Managing Director, Strategic Planning, SRA said: "Both PLANET models allow us to use a wide range of data sources to replicate known passenger flows both on a national level and at a more specific regional level. They will significantly increase the SRA's capability to plan major rail schemes effectively." Michael Hayes, Project Manager for Atkins Transport Planning said: "PSM is a significant step forward in appraising the effectiveness of major rail schemes, particularly relevant during the current reassessment of rail upgrades by the SRA."
